Top Developments
P1 E-127 — Nyala: MSF receives 36 bodies and 150 injured, attributes strike to the army (Updated in this edition)
MSF Dabanga and Radio Tamazuj (28–29 Oct): Nyala Teaching Hospital received 36 bodies, 21 in civilian clothing, and more than 150 injured, many with shrapnel wounds and severe burns. The strike hit on the evening of Monday 26 October, around 20:00. Project coordinator Del Koninckx: the wounded arrived by tuk-tuk and donkey cart; "Why are markets being targeted?"; "Markets, homes, and essential civilian infrastructure are not targets". MSF attributes the strike to the Sudanese Armed Forces.
Other accounts Health ministry of the Transitional Peace Government authority (27 Oct): 188 dead and 356 injured, "subject to change", up from 102 and 113. The South Darfur civil administration calls for an urgent international investigation. SLM (Abdel Wahid) says five members of one member's family were killed. The Darfur Victims Organization had documented 14 deaths.
Confidence Strike: Confirmed · Toll: Disputed (36 bodies at the hospital vs 188 per Tasis) · Attribution to the army: Partially corroborated — upgraded from "unverified" after MSF's attribution; no army comment.
Why it matters The first figure from an independent medical body; the wide gap with the Tasis figure calls for caution in publishing.

P1 E-132 — Port Sudan authority accuses Ethiopia and the UAE of enabling drone strikes (Updated in this edition)
Press conference Khartoum, Wednesday 28 October, with defence, foreign affairs, information and intelligence officials (Radio Tamazuj, Sudan Tribune). Foreign Affairs Undersecretary Muawiya Osman Khalid showed drone fragments, flight-path data and satellite imagery he said place launch sites inside Ethiopia, including Bahir Dar airport. He spoke of "Ethiopian-Emirati aggression" and said Sudan "reserves the right to defend its territory". Information Undersecretary Graham Abdel Qader said the attacks target services and agricultural production.
Defence minister Hassan Daoud Kabroun to the state agency SUNA: "more than 20 countries" back the RSF, without naming them; the war is "a comprehensive war against the Sudanese people". The UAE denies earlier accusations.
Confidence Stated accusation: Confirmed · Launch sites: Unverified claim — Radio Tamazuj could not verify the evidence; no Ethiopian response.
Why it matters A public official accusation against a neighbour, with a hint at retaliation, raises the risk of regional escalation.

P1 E-133 — Fact-Finding Mission: El Obeid report — drones and repression (Updated in this edition)
Report UN Independent International Fact-Finding Mission (28 Oct), "Sudan's Unrelenting War: Civilian Devastation and Deepening Insecurity in El Obeid". RSF drone strikes killed and injured civilians, damaged schools and displacement sites, and disrupted health, power and water. The RSF partially encircles the city; its repeated strikes on civilian areas may amount to war crimes.
The army Army deployment in residential neighbourhoods raises the foreseeable risk to civilians. Army-affiliated security cells expanded surveillance and arbitrary arrest, with credible accounts of incommunicado detention, torture, deaths in custody and sexual violence against female detainees; some may amount to war crimes.
Statements Chair Mohamed Chande Othman: the situation in and around El Obeid "remains grave and the risk of atrocities are high". Member Mona Rishmawi: "Thousands have been arrested"; independent monitors must be given access. The mission is also investigating the Abyei strike and attacks on miners near the Egyptian border.
Confidence Report published: Confirmed · Described violations: Partially corroborated (UN investigative findings; we did not see the parties' responses).

P2 E-122 — Energy: Kadugli; French and UN condemnation (Updated in this edition)
Strikes Darfur24 (28 Oct): drones destroy power and fuel stations in Kadugli (headline). Sudan Tribune reports an attack on the Umm Dabakir power station (headline, no clear date). Radio Tamazuj: a strike cuts power to large parts of Khartoum (28 Oct).
Condemnations French embassy: the escalation is "entirely unacceptable" wherever it occurs, strikes killed hundreds of civilians within days, and "There is no military solution to the conflict in Sudan". OCHA: attacks disrupt essential services for millions; power and water facilities must be protected (Dabanga, 28 Oct).
Confidence Kadugli and Umm Dabakir strikes: Partially corroborated (headlines) · Condemnations: Confirmed.

P2 E-135 — Strikes on civilians in El Geneina and Karnoi (Updated in this edition)
El Geneina Radio Tamazuj (28 Oct): a drone fired three missiles near El Geneina airport on Monday 26 October, killing five, including two women working on farmland. Khalil Hamid, secretary-general of the West Darfur government under the Transitional Peace Government authority, blames the army. No army response.
Karnoi Sudan Tribune (29 Oct), citing the Karnoi emergency rooms council: a drone in Shartaba killed two women and a child and injured three (Tuesday evening); a drone in Gadir killed two; a ground attack on Tugi with unknown losses due to a communications blackout. The report attributes the attacks to the RSF.
Confidence Deaths: Partially corroborated · Attribution in both cases: Unverified claim (party or local sources).

P2 E-134 — Investigation team opens criminal proceedings against army commanders incl. Burhan (Updated in this edition)
Announcement Radio Tamazuj (29 Oct): a team investigating international and humanitarian crimes, set up by Attorney General Decision No. 4 of 2026, opens criminal proceedings against army commanders over drone strikes on civilian objects in Kordofan and Darfur. East Darfur legal adviser Ahmed Eissa Abu said the proceedings include commander-in-chief Abdel Fattah al-Burhan. Assistant Attorney General Ahmed Al-Nour Al-Halla said "criminal responsibility is personal".
Note The report calls the body "Sudan's Attorney General", but the speakers (an East Darfur adviser) and the proceedings against Burhan suggest a prosecution office under the Transitional Peace Government authority — we could not confirm.
Confidence Announcement: Confirmed · The team's affiliation: Insufficient evidence.

P2 E-128 — Burhan arrives in Moscow (Updated in this edition)
Arrival Sudan Tribune (29 Oct): Burhan arrives in Moscow heading Sudan's delegation to the third Russia-Africa summit. TRT Afrika: he is expected to meet Putin. We did not see details of the reception.
Confidence Confirmed.

P2 E-136 — Blue Nile: fresh displacement as fighting intensifies (Updated in this edition)
Figures Dabanga (28 Oct): fighting between the army, the RSF and the SPLA drives displacement from El Kurmuk, Geissan and Wad El Mahi. HAC commissioner Qisma Abdel Karim Deldoum: about 27,400 displaced families in Ed Damazin, El Roseires, Wad El Mahi and Bao. IOM: 99,277 displaced between 11 January and 23 August, up 66% from May. Darfur24: 27 camps and shelters for IDPs in the state.
Confidence Partially corroborated.

P3 E-100 — Abyei: Chinese force deploys anti-drone systems (Updated in this edition)
Deployment Chinese Ministry of National Defence (via Dabanga, 28 Oct): the Chinese peacekeeping rapid-response force deployed anti-drone detection and jamming equipment around the market after the 19 October strike, at UNISFA's request to reinforce a Pakistani infantry battalion. The mission ended once the situation stabilised.
Confidence Confirmed (official statement).
