Executive Summary
• The energy war reaches the oil line: Sudan Tribune, citing local sources, says a "strategic" drone on Saturday struck a power substation under construction in Hayya (Red Sea State); fire spread to a pumping station on the crude pipeline to Bashayer port and several crude tanks caught fire. It is the second attack on Hayya's facilities in three days. The substation is one of the Arab Fund projects meant to ease Port Sudan's power deficit. No casualties reported. Attribution to the RSF is unverified, and the RSF has not commented.
• The Port Sudan authority takes its Ethiopia accusation to the diplomatic corps: Foreign Affairs Undersecretary Muawiya Osman briefed accredited missions in Port Sudan (31 Oct) on what he called a "proxy war" launched from the Assosa base, and said Sudan reserves its "full right to respond". The accusation is confirmed as made; its substance is unverified. No Ethiopian response.
• UN Secretary-General Guterres condemns escalating drone attacks that have killed "hundreds of civilians" in Sudan and Abyei, calls them violations of international humanitarian law, and urges a cessation of hostilities — without naming a party.
• Claim and denial: the Port Sudan authority's foreign minister Mohieddin Salim told a Russian agency (30 Oct) that Ukrainians were killed or detained while working as snipers and trainers with the RSF. Ukraine's foreign ministry denied it on Saturday, saying it had received no notification or evidence.
• An open-source investigation by the Centre for Information Resilience (CIR) identifies 25 commanders from the RSF, the army and allied forces at five locations and periods of reported sexual violence, explicitly cautioning that presence does not prove individual responsibility. In Darfur, a Save the Children assessment in central Jebel Marra finds 57% of children stunted, and a local civil administration cites more than 200 child deaths from malnutrition.
